Xbox Announces Major Restructuring Affecting Studios and Staff in FY27

Microsoft’s Xbox division has revealed a comprehensive restructuring plan expected to impact roughly 3,200 employees over fiscal year 2027, with around 1,600 role eliminations taking place immediately. The announcement highlights a realignment across Xbox Game Studios as four studios will transition to new management.

The information comes from a message circulated internally to Xbox employees globally and clarifies the scale of reorganisation the company deems necessary to reset its business framework amid challenging market conditions. The restructuring aims to address profitability concerns, as Xbox currently operates with margins estimated to be three to ten times lower than other comparable platform and publishing entities.

Xbox’s leadership outlined that the division entered the current console generation with a smaller install base and higher expenses in comparison to prior cycles. Growth strategies centred on Xbox Game Pass, multi-platform reach, and a wider content portfolio have delivered significant value but not at the pace required to stabilise the core business. Consequently, continued investment expanded the team and resources with limited results.

Studio Portfolio Changes and Operational Adjustments

The restructuring will involve resetting the Xbox content portfolio, reflecting an industry landscape where monthly game releases now outnumber the previous decade combined. Microsoft acknowledges it is neither feasible nor beneficial to retain ownership of every independent studio and is facilitating a shift towards supporting independent creators through development tools and audience access.

As part of this adjustment, Compulsion Games and Double Fine Productions will move back to independent status, retaining their intellectual property, existing catalogues, and funding for future projects. Ninja Theory and Undead Labs are reportedly finalising agreements to enter new ownership arrangements, although they will continue to receive funding to complete their upcoming titles, Senua’s Saga: Hellblade II and State of Decay 3 respectively.

In France, Arkane Studios’ management is undergoing consultation procedures with its Works Council regarding strategic options. Besides these studio-level changes, reductions and refocused investments will also occur across organizations such as Activision, Bethesda/ZeniMax, Blizzard, King, Mojang, and broader Xbox Game Studios. Despite these adjustments, Xbox confirmed none of the previously announced first-party projects have been cancelled.

Additionally, Mojang and King will now report directly to Xbox’s head, reflecting their status as key platforms with significant monthly active user bases, contributing to the division’s global reach and demographic diversity.

Streamlining Platform and Organisational Structure

The restructuring plan includes a simplification of Xbox’s platform operations. The division’s platform teams have grown 40% since the start of the current generation despite a decline in the player base and playtime. Internal complexity, including as many as 14 layers of management in some areas, has impacted decision-making and accountability.

Plans are in place to reduce management layers to a maximum of five, and preferably three, fostering a flatter organisational structure closer to the development teams. This model intends to empower individual contributors, player-coaches who guide teams while staying hands-on, and directly responsible individuals (DRIs) accountable for decisions and outcomes.

Workflows will also be streamlined through unified tools, a simplified code base, shared services, and a 50% reduction in vendor-related expenditure.

Leadership Changes Centered on Operational Efficiency

In a novel structural shift, Xbox has established a Chief Operating Officer role to unify end-to-end management across content, hardware, platform, and services. Helen Chiang, with nearly two decades at Xbox and leadership over key initiatives such as Xbox Live and the Minecraft franchise, has been promoted into this position, reporting directly to Xbox leadership.

The COO role aims to align investment decisions, facilitate shared accountability, and drive operational coherence across the Xbox division’s varied business units.

The announcement also notes the retirement of Dave McCarthy, a 17-year Xbox veteran instrumental in building aspects of the platform.

Microsoft states that despite this substantial restructure, investment in Xbox will continue through 2026 with a focus on discipline and prioritisation intended to position Xbox for growth in fiscal year 2027.
